Executive Court Administration

The Executive Court Administration team is responsible for managing the operations of the Third Judicial Circuit of Michigan, the largest circuit court in the state. Led by Executive Court Administrator Frank Hardester, the ECA:
- Sets strategies that advance efficiency, case flow, and docket management for the court, which is often cited as a model urban court in case-flow management and timely disposition of cases.
- Ensures compliance with direction and oversight from the State Court Administrator’s Office (SCAO) and the Michigan Supreme Court.
- Oversees non-judicial services and court functions that support the judicial work but are not performed by judges, such as court staff management, technology and automation, scheduling, budgets, operations, and more.
- Participates in statewide judicial administration initiatives. Hardester serves on the Michigan Judicial Council, which advises the Supreme Court on judicial branch strategy, policies, and improvements.
- Works jointly with Chief Judge Edward Ewell, Jr. to oversee court operations.
